Girling Jones are looking for a Procurement Manager for a business that has been awarded places on the Defence FM and Housing Maintenance framework contracts. 
Procurement Manager / Supplier Relationship
Location: Home based, but with the expectation that you will spend 2/3 days per week on sites across England and Wales
Salary: £50,000- £60,000 DOE + Company car / Allowance plus Package
  
The Procurement Manager will be responsible for the supplier relationship management of our service partners – a network of tier one suppliers who are responsible for the delivery of large parts of our core and billable works delivery.  
As a new business, the successful candidate will have the opportunity to develop the supplier relationship management framework, working closely with colleagues in Operations and Commercial to implement a successful model. The candidate will be responsible for developing and implementing performance management metrics (e.g. balanced scorecard), ensuring value for money across service deliverables and monitoring compliance with key contract requirements (e.g. sustainable procurement).
This is an exciting opportunity for someone with strong procurement experience, preferably within the facilities management sector.
This is a new role following a recent restructure of our supply chain department.
  
Key Responsibilities:
 Develop a supplier relationship management framework which enables us to:

    • Monitor the performance of our service partners in line with agreed goals through a balanced scorecard approach
    • Ensure a consistent approach to supplier management is applied across all our delivery contracts
    • Identify challenges and business improvement initiatives to support improved contact delivery
    • Support with measuring compliance in key risk areas such as security and health and safety
    • Ensure suppliers have a robust approach to quality management
    • Develop a network to share best practice across areas such as health and safety and sustainable procurement
    • Identify opportunities for efficiencies

  

  • Where required, source new service partners, managing the end-to-end from sourcing to negotiation and implementation.
  • Ensuring that VIVO service partners not only demonstrate value for money but are also able to meet operational outputs of the contract, delivering an excellent service to our client and customers.
  • Where appropriate, facilitate supplier days and engender ongoing positive relationships with a wide network of current and potential suppliers.
  • Interface with shareholders, Serco and Equans and their respective procurement teams to build positive working relationships and share best practice.
  • Carry out market testing and benchmarking exercises on internal and external suppliers to ensure the maintenance of market competitiveness, value for money and best practice for VIVO.
  • Where required, support the wider supply chain team. This may involve undertaking tenders for specialist work or supporting with the review of processes and governance procedures.
  • Support with the development and delivery of training to the business to promote compliance with procurement processes (e.g. Purchase Order raising). 
  • Understand and embrace the VIVO culture, actively promote to the supply chain to ensure values and priorities are understood and shared
  • Where necessary, chair review meetings with internal stakeholders and suppliers.
  • Build positive relationships with colleagues across the business, being recognised by colleagues as a trusted adviser and part of their extended team
  • Work closely with the sustainability team to manage supply chain in line with sustainability strategy.
  • Manage ongoing relationships with key/operational suppliers across the business
  • Develop a good understanding of the VIVO contractual requirements

  
What You’ll Need To Do The Role:    

  • Hard facilities management and / or construction background essential
  • CIPS Qualification desired.
  • Experience in supplier relationship management – ability to demonstrate examples of successful implementation
  • Experience in tender creation and document production with excellent Microsoft Word, Excel skills
  • Experience evaluating complex tender submissions and presenting outcomes.
  • Proven contract negotiation and stakeholder influencing skills.
  • Demonstrable experience of managing a full sourcing process; from design through to execution.
  • Multiple years’ experience in a procurement or supply chain related role.
  • Ability to work on multiple projects simultaneous, managing changing priorities whilst ensuring that stakeholders are regularly informed and engaged.
  • Strong attention to detail and analytical skills.
  • Excellent written communication skills and experience, presenting tender outcomes in written form.
  • Ability to extract, analyse and present data
  • Exceptional communication skills with the ability to foster strong supplier relationships
  • Excellent use Microsoft Offices packages.
