Salary: £40,000 – £45,000 Plus Car/Allowance
  
This role is a new QS role due to the ongoing high volume of Billable Works in Central Built Estate, to provide Commercial support to the Regional & Area teams including Value for Money, Risk
Management, Account verifications and Tender Management.
  
This role will cover sites across the West Midlands, Shropshire, Stafforshire region and so you will be required to travel between sites.
  
  
Key Accountabilities:
  

  • Comply with all Health and Safety and Sustainability policies and procedures
  • Develop and maintain an excellent working relationship with Client personnel involved directly or indirectly with the contract
  • Provide business support to the Commercial Team. This will involve proactively facilitating our relationship with both internal and external customers by ensuring the completion of necessary commercial reports and documentation
  • Deal directly with internal and external customers and where appropriate direct them to the appropriate contact or department to solve their queries
  • Liaise with all staff including Area Managers, Site Managers, Project Managers and the Commercial Team
  • Provide cost advice and support to Billable Works
  • Ensure contract processes and procedures are adhered to at all times, advising and supporting as required
  • Attend Risk Meetings, review risk registers and follow risk management processes
  • Identify business priorities and to plan work effectively, by building controls and milestones into plans and programmes
  • Comply with business policy and procedures, supporting continual improvement
  • Support Billable Works to incorporate sustainable solutions and support the Sustainability programme incorporating the reduction of the carbon footprint and the reduction of utility consumption across the MoD estate

  • Explore future possibilities and opportunities for improvement, support change initiatives and identify alternative solutions
  • Support Area Relationship Improvement Plan with DIO and area specific supply chain, in line with BS11000 Collaborative Business Relationships
  • Liaise closely with site and area management teams, DIO and End Users to build effective relationships
  • Ensure the Area teams are fully aware at all times of its responsibilities, obligations and limitations under the service delivery contract
  • Support the teams by communicating effectively, providing commercial guidance to stakeholders, instil confidence in others to make their own decisions. Provide advice and guidance to staff in the preparation and presentation of works proposals, reviews and updates
  • Obtain commitment from others by persuading, convincing and negotiation. Manage stakeholders utilising experience to negotiate in line with business goal requirements
  • Support operational teams with guidance on contract particulars
  • Assist Principal Commercial Manager with dispute avoidance and any dispute resolution
  • Deliver Change Management in accordance with the FDIS Contract ensuring timescales are met by all relevant stakeholders
  • Management and resolution of queries submitted by Supply Chain regarding Billable Works pricing
  • Maintain commercial control to ensure planned milestone payments are achieved, final accounts are closed to meet the business targets
  • Monitor and review Supply Chain performance
  • Manage supplier payments in line with contractual and company policy
  • Assist in the development and implementation of commercial risk management procedures
  • Attend meetings, provide reports and liaise with all stakeholders on commercial matters
  • Assist Principal Commercial Manager in monitoring and presenting monthly cost reports as required
  • Carry out the role of Tender Manager for Billable Works
  • Ensure Billable Works are priced and managed in line with contract requirements delivering value for money at all times
  • Carry out adjudications for Billable Works as per delegated authority

  
  
What you’ll need to do the role:
Qualifications:

  • Qualified to HND/Foundation Degree level in Quantity Surveying or significant equivalent experience to include any job related experience & providing the necessary knowledge, skill and abilities to be able to perform the function of the position of QS
  • Experience in the commercial element of facilities management and/or commercial construction/refurbishments, either of large projects (£500k to £4.5m) or many smaller projects (£20k to £500k) running concurrently
  • Work experience duration in the FM / Construction sector to be not less than 4 years, unless specific MOD experience exists, in which case 3 year minimum.

  • Risk Analysis & Management
  • Preparation of work proposals/tenders

  • Excellent working knowledge of commercial processes
  • Strong communication, negotiation and interpersonal skills
  • Fraud prevention
  • Ability to build and maintain excellent working relationships and a collaborative working environment
